Instructions

  • In a mixing bowl, combine flour, baking powder, salt, and black pepper. Whisk together.

  • Grease a 9x13 inch baking dish. Pour the Sloppy Joe mixture into the dish.
  • Spoon dollops of the biscuit dough over the filling.
