Instructions
Preheat the oven to 350°F (175°C).
In a large skillet, heat olive oil over medium heat. Add diced onion and bell pepper, cooking until soft and translucent, about 5-7 minutes.
Add ground beef to the skillet, breaking it apart. Cook until browned, about 8-10 minutes. Drain excess fat.
Sprinkle in taco seasoning, mixing well. Add black beans and corn, stirring to combine. Cook for an additional 2-3 minutes.
In a 9x13 inch baking dish, layer the bottom with tortillas, overlapping slightly.
Spoon half of the meat mixture over the tortillas, then sprinkle with shredded cheese. Repeat with another layer of tortillas, remaining meat mixture, and a final layer of tortillas.
Top the last layer of tortillas with remaining shredded cheese.
Cover with aluminum foil and bake for 25 minutes. Remove foil and bake for an additional 15-20 minutes until cheese is bubbly and golden brown.
Let the dish rest for about 10 minutes before serving.
Garnish with fresh cilantro before serving.
