Instructions
Gather all ingredients and equipment. Line an 8x8-inch baking dish with parchment paper.
In a medium saucepan over medium heat, combine sugar, butter, and evaporated milk. Stir continuously until boiling, about 5 minutes.
Continue stirring for an additional 5 minutes until smooth and creamy. Be careful not to burn.
Remove from heat and whisk in the vanilla pudding mix until fully incorporated.
Add powdered sugar and salt, whisking until smooth and lump-free.
Pour half of the fudge mixture into the prepared baking dish, spreading evenly.
Melt chocolate chips in the microwave, stirring every 30 seconds until smooth. Pour over the first layer of fudge.
Pour the remaining vanilla fudge mixture over the chocolate layer, smoothing the top.
Cool at room temperature, then refrigerate for at least 2 hours to set.
Once set, lift out of the dish using parchment paper and cut into squares.
Serve at room temperature or chilled.

Store leftovers in an airtight container at room temperature for up to a week, or refrigerate for longer freshness.
