Instructions

Add the orange juice and orange zest to the wet mixture and blend until combined.
Gradually add the dry ingredients to the wet mixture, alternating with the whole milk, mixing until just combined.
Fold in the chocolate chips gently with a spatula.
Fill each cupcake liner about two-thirds full with batter.
Bake for about 18-20 minutes, checking for doneness with a toothpick.
Allow the cupcakes to cool in the pan for 5 minutes, then transfer to a wire rack to cool completely.
