Instructions
Preheat your oven to 350°F (175°C).
Line a muffin tin with cupcake liners.

In a separate bowl, whisk together eggs, milk, and vegetable oil.
Gradually add wet ingredients to dry ingredients, stirring gently until just combined.
Stir in boiling water until combined.
Spoon batter into cupcake liners, filling each about two-thirds full.
Bake for 18-20 minutes, or until a toothpick comes out clean.
Cool in the tin for 5 minutes, then transfer to a wire rack to cool completely.
Prepare frosting by beating butter, powdered sugar, cocoa powder, and milk until smooth.
Frost cooled cupcakes and garnish as desired.
